  影片的主人公曾是一名治安警員（傑拉德•巴特勒飾），他認為由於有黑幕的交易，使得殺害他的妻子和女兒的其中一名謀殺者將被釋放，所以他準備策劃一次復仇，懲治那些謀殺者和幕後審判交易人；而負責這起案件的地方法院檢察官（傑米•福克斯飾）也捲入這次復仇陰謀的漩渦之中，他察覺秘密復仇的計畫後，試圖捍衛法律體制。
  
  　　克萊德•謝爾敦（傑拉德•巴特勒飾）是費城一名正直不阿的警員，擁有美滿家庭的他卻不想遭遇了人生的重大打擊：妻子和女兒在家裏被歹徒入侵，隨後殘酷的被殺害。兇手很快被抓捕歸案，風頭正盛的主控官尼克•賴斯（傑米•福克斯飾）接下了這起案件，然而他的上司卻要尼克按照他的意思處理這起案件，所有罪名都扛在了一個小角色身上，明擺著的真凶卻得意的逍遙法外。
  
  面對這個事實，謝爾敦明白腐敗的司法系統已經無法為他伸張正義，深知幕後存在骯髒交易的謝爾敦決定按照自己的方式來處理員警無法做的事。在費城，一起又一起暗殺發生了，所有的線索都指向謝爾敦，尼克明白，現在只有他才能阻止謝爾敦的瘋狂行為，同時將真正的幕後黑手揪出來……
